Abstract
The present doctoral research aimed to investigate the contribution of the principles of the Educating City to the embodiment of the Articulated Actions Plan (PAR) in a fair and equitable manner. Following a qualitative approach, the Focus Group technique was used as a data collection tool. Based on Mainardes (2006), we sought to understand the contributions of the policy cycle to the analysis of educational policies, using a post-structuralist perspective. The research is part of the "Public Policies and Education Management" research line and integrates the recently approved "UNESCO Unitwin Chair - The City that Educates and Transforms," with participation from Brazil, Portugal, and Guinea-Bissau. Regarding the methodological path, a study of the state of knowledge was employed, analyzing theses and dissertations found in the IBICT and CAPES databases, published between 2011 and 2021, with descriptors "Articulated Actions Plan," "Educating Cities," and "Planning and Participation." We sought to establish connections between the theoretical references on the topic, the principles of Educating Cities, and the actions proposed by the PAR. The investigation was guided by the research problem, "What is the potential for the principles of the Educating City to contribute to the embodiment and feasibility of the Articulated Actions Plan (PAR), respecting fair and equitable parameters?" Thus, we postulated the following thesis: The construction of the Articulated Actions Plan (PAR), in line with the principles of the Educating City, can contribute to developing the educational potentialities of a fairer city, expanding the educational space beyond the school. We concluded by presenting the Educating City as a proposition for social organization based on justice and equity, which promotes full and active citizenship. This approach fosters participation and collective work for the construction of democratic and participatory spaces. Throughout the research, other focuses emerged, such as the launch of the UNESCO UniTwin Chair - The City that Educates and Transforms, in which this study is included. During the chair's launch and the thesis's development, new aspects were reconsidered, enriching our understanding of the role of education in building a fairer and more equitable society.
