Open Lecture on "The PRR – Transforming Portugal, Preparing the Future?"

On October 16th, an open lecture was held at ISEC Lisboa, as part of the Conference Series of the UNESCO Chair – The City that Educates and Transforms. The lecture, which was held in a hybrid format, was part of the Territory and Environment course unit of the Municipal Management Degree and was titled “The PRR – Transforming Portugal, Preparing the Future?” The session was organized by lecturer Elizete Jardim, saw the participation of the academic community, and was led by Pedro Dominguinhos, Economist, PhD in Management, and President of the National Monitoring Committee of the PRR (CNA-PRR), at the invitation of Professor Isabel Baltazar, Coordinator of the Chair.

During his speech, Pedro Dominguinhos presented an integrated reading of the Recovery and Resilience Plan (PRR), highlighting the governance model based on goals, results, and transparency. The speaker emphasized the impact of the PRR in Portugal, with thousands of projects already underway in areas such as education, housing, health, research, and innovation, and pointed out the challenges until 2026, namely the acceleration of execution and the articulation with Portugal 2030.

For Pedro Dominguinhos, the PRR represents more than just an investment plan: it is a collective exercise in planning and trust, intended to leave a transformative legacy for the country. “The future is built with results. And with the capacity to learn from them,” he stated.

The initiative reinforced ISEC Lisboa’s commitment to critical reflection on public policies, innovation, and sustainable development.
